Stroud Township Board of Supervisors
The Board of
Supervisors is the governing body of Stroud Township. Operating under the code for
Pennsylvania Townships of the Second Class, three Supervisors are elected for six year
terms, with elections staggered every two years. The Supervisors' offices are located in
the Stroud Township Municipal Center at 1211 North 5th
St., Stroudsburg, PA 18360. The Supervisors can be contacted at 570-421-3362 or

Stroud Township
residents are welcome to attend Supervisors' meetings held at the Township Municipal
Center at the following times: usually the first and third
Tuesday of each month at 7:00 PM. The 2010 meeting
schedule is as follows: January 4 and 19, February 2 and 16, March 2 and 16, April
6, May 4, June 1 and 15, July 6 and 20, August 3 and 17, September 7 and 21, October 5 and
19, November 9 and 23, December 7 and 21. Approved Minutes

Edward C. Cramer, Chairman/Treasurer
As Chairman of the Board of Supervisors, Mr. Cramer is charged with the responsibility of
conducting all meetings and hearings of the Board. The essential requirement for the
Chairman is to see that all parties are treated fairly and equally, and that all persons
are given an opportunity to be heard by the Board. The Chairman is also responsible for
the development of the agenda for all meetings to insure that all township business is
conducted in an open forum.
As Treasurer, Mr. Cramer is responsible for all of the
Township's monetary accounts and funds, and must advise the Board on the payment of all
bills and deposit of all funds received into the proper accounts. He is also charged with the development of the Township's yearly
budget.
Mr. Cramer is the liason to the Stroud Township Sewer
Authority and the Park and Recreation Board. He is the alternate representative to
the Monroe County Council of Government. Mr. Cramer established an
Agricultural Security Area, an Environmental Advisory Council, and a semi-annual
newsletter. He is the Township's Physical Plant Director and the Chief Administrative
Officer for the Township Employees Pension Plan.
Currently, Mr. Cramer is Chairman of the Monroe County Planning
Commission, and Chairman of Monroe County Litter Control and Beautification Committee. He
is also a Board member of Pocono Heritage Land Trust. Mr. Cramer's Township
Supervisor term expires January 1, 2016.
Daryl Eppley, Vice Chairman/Secretary
As Secretary, Mr. Eppley must
keep the Township Supervisors informed of all township meetings, record proceedings in a
minute book, and coordinate the overall operations of the township. Mr. Eppley corresponds
with and fields questions from Township residents. Mr. Eppley is the
Open Records Officer in keeping with Stroud Township's policy to be in compliance with the
State of Pennsylvania's Right to Know Law (Act 3 - 2008). For information regarding this.

As Supervisor, Mr. Eppley is the liaison to the Township's
Planning Commission and the Planning and Zoning offices. He is a member of the
Environmental Advisory Council.
Currently, Mr. Eppley serves as Chairman of the Monroe
County Open Space Advisory Board and is a member of the Townships Agricultural
Security Area Advisory Committee. He serves as the alternate delegate for the PA State Association of Township Supervisors state
convention.
Mr. Eppley's Township Supervisor's term expires January 1,
2014.
James L. Decker, Roadmaster
As Roadmaster, Mr. Decker must see to
the maintenance of Township roads, operate the Township Yard Waste Compost Facility, and
maintain Township Parks and the Municipal Sewer System. (See Public Roads and
Works.) Presently, the Township has a
multi-million dollar road improvement plan in the works to deal with traffic congestion.
As Supervisor, he is the Township representative to the Monroe
County Council of Government, Monroe County Emergency Planning Board, and liaison to the
Stroud Township Fire Department. Mr. Decker serves on the finance
committee as our voting delegate for the PA State Association of Township
Supervisors. He is on the Capital Construction Task Force Team of PennDot. Mr.
Decker also serves on the Stroud Area Regional Police Commission. Mr. Decker's
Township Supervisor's term expires January 1, 2012.
